Integrated Platform of Different ICT Tools for Support of Collaborative Policy Modeling Approach in OCOPOMO

Abstract
In this paper we describe the integrated platform composed from several ICT-based tools in order to support the process of collaborative policy modeling proposed by the project OCOPOMO (Open COllaboration for POlicy MOdelling). In this particular approach strategic planning is supported by the knowledge-intensive process, which combines collaborative creation and analysis of narrative scenarios with agent-based simulation models, with the usage of ICT-based collaborative tools (all integrated within one integrated e-Governance platform). The policy model is created iteratively using cooperation of several involved groups of users – stakeholders (decision makers, analysts, companies, civic societies, and the general public). While we provide in this paper also short introduction to principles and key concepts of collaborative policy modeling, as well as related work and projects, the main focus of the paper is on the presentation of the identified OCOPOMO collaborative policy modeling process, design and integration aspects of the architecture, and particular installation modules or tools of the integrated OCOPOMO platform, which fulfill the needs of the collaborative policy modeling process. Therefore, we describe functional components of the platform, as well as necessary integration and implementation details. The fully implemented OCOPOMO platform will be tested for three different pilot applications (applied in three different countries) with their own policy cases.
